Hello. Can u help me choose race with Charisma and Dex bonuses and may be with constition minus without with LA max 3 ?

Check out the Master +0 LA Race List, version III (http://www.minmaxboards.com/index.php?topic=1281.0).

On my first skim, I observed the Dihin'ni, Lesser (+2 Dex, +2 Cha, -2 Wis) and the Gruwaar (+2 Dex, +2 Cha, -2 Str, -2 Wis). You could also take a +Dex race and add a +Cha template, or vice-versa.

Best of all, the options I listed above are +0 LA.

Catfolk (+4 Dex, +2 Cha, LA +1)
Chaos Gnome (-2 Str, +2 Dex, +2 Cha, LA +1)
Air/Fire Mephling (+2 Dex, -2 Int, +2 Cha, LA +1)
Drow (+2 Dex, -2 Con, +2 Int, +2 Cha, LA +2)
Gloaming (-2 Str, +2 Dex, -2 Wis, +2 Cha, LA +2)

The Magic Blooded template is -2 Wisdom +2 Charisma and some minor SLAs, only +0 LA so anything with +Dex and you're set.
