Based on the devil disciples in Book of Vile Darkness. In my setting these all require Lawful Evil alignment. Also, Levistus is free from the ice and has taken a female devil named Eisheth as his Queen.

His layer of hell is as follows:

Oceans of tears flow through this circle, whipped by howling winds which carry the mourning cries of those who inflicted misery on others due to their own despair. Great salt palaces are home to Levistus and Eisheth.


Disciple of Levistus:

A disciple of Levistus relishes in the misery of others.

Requirements

Base Attack Bonus: +6

Alignment: Lawful evil

Feats: Disciple of Darkness , Evil Brand, Combat Reflexes

Special: The sect of Levistus welcomes new disciples with a terrible ritual that involves the sacrifice of an intelligent being by drowning them in salt water.

Class Features

Demoralizing Strike: Whenever a creature is dealt damage by a successful attack of opportunity from a first level disciple of Levistus misery fills their hearts as they come to realize their inevitable defeat. They receive a -1 penalty on attack rolls, saving throws, ability checks, skill checks, and weapon damage rolls for one round per disciple of Levistus level.

Retaliation: A second level disciple of Levistus gets this as a bonus feat (complete guide to drow 25. Whenever an opponent misses you in combat you may take an attack of opportunity.)

Wave of Grief: Twice per day a third level disciple of Levistus can produce an effect identical to that of a Wave of Grief spell cast by a 15th level caster.

Cruel Exploiter: A 4th level disciple of Levistus may make a number of additional attacks of opportunity in a round equal to their disciple level.

Summon Assassin Devil: A 5th-level disciple of Levistus can summon 1 assassin devil once per day. This functions as a summon monster spell cast by a 15th-level caster. A 9th-level disciple can summon 1d4 assassin devils.

Love's Pain: Once per day, a sixth level disciple of Levistus can produce an effect identical to that of a Love's Pain spell cast by a 20th level caster. They do not receive the usual 1d6 intelligence damage for using this ability.

Insult to Injury: A 7th level disciple of Levistus adds their charisma modifier to damage with all of their attacks of opportunity.

Soul's Treasure Lost: Once per day, a 8th level disciple of Levistus can produce an effect identical to that of a Soul's Treasure Lost spell cast by a 20th level caster. The ruby spell component is not required.

Whispers of Suicide: A 9th level disciple of Levistus may attempt to influence victims to end their own lives. As a full round action they may make a charisma check opposed by their target's Will save. If the charisma check exceeds the will save the target must spend their next turn attempting to end their lives in the most efficient means they know. Those killed in this way have their souls sent to Stygia. If the will save exceeds the charisma check the defender may immediately make an attack of opportunity against the disciple of Levistus and is immune to this ability for 24 hours.

Lord of Misery: A 10th level disciple of Levistus receives a bonus to attack rolls, saving throws, ability checks, and skill checks against an enemy equal to their current penalties to those things.

Here's how you can make a table (http://www.giantitp.com/forums/showthread.php?t=205677). Other then that, the most disconcerting thing is that it's a combat focused class with a BAB requirement that has a d6 hit die and medium BAB. Maybe HD to d8 and full BAB?
