Race "powers" are evaluated with RP points. Is there something similar with class features to help people swap them or to help build a new class?

If you're interested in making your own classes, I suggest starting here (http://www.giantitp.com/forums/showthread.php?t=10313) and here (http://www.giantitp.com/forums/showthread.php?t=150609). Post your creation on the board and get feedback. Your first work probably isn't going to be very good, but don't let that discourage you, the only way to become good at homebrew is to keep brewing.

As for anything from Paizo, no, but there is a book called the Advanced Class Guide coming out this summer with a section on designing custom classes, though it will have more in common with the custom spell design section of Ultimate Magic than the Race Builder.

Well, it's impossible to rate any single class feature with a simple value. There are just too many different situations in the game to decide what a feature is worth in comparison with other class features. Advanced Race Guide actually proved that, since most of the racial traits are rated poorly in comparison to each-other, and it doesn't take into account any synergistic value, so it's entirely possible to make an excellent race with 10 RP, or a completely useless race with 30 RP.

Good homebrew comes from a good understanding of the system, a bit of talent, and lots of experience.
