Movement through solid fog is maximum of 5ft but can you still double move for 10ft? And assuming you can and you're on the edge of the spell and you double move the first 5 feet gets you out of the fog is your next move back to your regular movement speed?

Your speed is reduced to 5 feet, but yes, you have two move action available and leaving the fog would return your movement to normal speed.

Keep in mind that unless you are able to see in the fog some how, impaired visibility counts as difficult terrain. If your move speed is 5' and you're in difficult terrain, or otherwise impaired, it takes a full round action to move 5.' Edit: see here (http://www.d20srd.org/srd/movement.htm#hamperedMovement).
