I use Campaign Cartographer (http://www.profantasy.com/products/cc3.asp). It does everything you mentioned for $45. Maptools does as well for free though.

Would you provide a link to a reputable download for Maptools?

Sometimes when I search for something, many links come up (as this did for Google.) It's nice to know one that other people have used without problems.

Playing with it more, it seems like a great tool for moving tokens around on a map that is already drawn, but not for drawing a map in the first place.

It's a powerful tool for drawing a map in the first place, but not a simple or intuitive tool.

As an example, for a tile-based map, MapTool kinda expects you to download the various tiles and import them into your Library yourself.

Try pyromancers.com (http://pyromancers.com/)? I haven't learned it extensively yet -- and I don't know how to switch it to hex grid -- but it seems cool, and the features blurb says it can do hex.

It took me a while to find it, but to get to hex, when you open the pyromancer 'dungeon painter', click the tab 'Back & Grid' on the right-hand side. There you can change it to hex.

Its Free and does all of what you want. Admittedly it doesn't do much more, and it's a bit buggy.
