are there any small races without a strength penalty? i've been looking and havent found any, but im sure i missed some places.

Anthropomorphic bat (SS, 215) is small and has a -4 to strength. There might be more races of that type there, though I haven't checked. If you're willing to go even smaller, the jermalaine (MM II, 131) is tiny and has -8 strength.

Poison Dusk Lizardfolk are LA+1 and have +2 Dex, +2 Con and -2 Cha, and no strength penalty. They're also small.

I assume LA+0 only? Small and without strength penalty.

Wild dwarf has +2 con, -2 cha, 20ft move speed.
Vril are goblinoid have +2 con, -2 int, -2 cha, 30ft movespeed; from Drow of the Underdark.

That is all I can find.

Ah. Yeah. I was pretty curious about why someone would seek out a strength penalty. In that case, how about the exact precise opposite of an anthropomorphic bat? In other words, the almighty anthropomorphic owl. It has +1 LA, which seems to be the lowest LA for an anthropomorphic creature fitting both specifications.

Pathfinder has the (rather creepy looking) Wayang (http://www.d20pfsrd.com/races/other-races/uncommon-races/arg-wayang) from the ARG.

In the tiefling book in pathfinder it has a section on non-human halfbreeds and mentions you can be a small teifling, all stats are the same just the size changes. So a small teifling is identical as a regular one, guessing the same is true of assimar.

Additionally, the Bestiary 4 has the Wyrwoods, the pathfinder equivalent of warforged: small, pc-playable constructs, with +2 Dex, +2 Int, -2 Cha

If you are going to go Pathfinder, Aasimar can be small without stat adjustments, which means you can have a Small Angelkin for +2 Strength, +2 Charisma.
Also, I am going to do a happy dance over the Wyrwoods.
