I'm kicking around an idea for a cloak which, when donned, would require a DC 20 wisdom check or the wearer believes they've turned invisible even though they haven't.

I have two questions A: does this item already exist somewhere? B: what sort of hijinks do you see this creating?

Hijinks? Obviously at least one of them involves the womens' changing area...

Kinda does (http://www.d20srd.org/srd/magicItems/cursedItems.htm#delusion), although it's not a specific cursed item, it's a curse an item might have. Minus the Wisdom check.

B: what sort of hijinks do you see this creating?

Like with most cursed items, uses usually amount to "let someone you don't like use it and watch the consequences unfold". So you 'help' someone sneak into a castle, for instance, when you want them to fail.
