If you do a custom magical item, and enchant handwraps to have weapon affects or whatever, if you punch someone with the wraps on, does it still qualify for unarmed damage, or improvised weapon?

Don't bother with handwraps, use normal gauntlets.
They are definitely qualify for unarmed damage.

Why use gauntlets? That'll mean you have to keep track of whether you're punching as opposed to kicking or head butting, because the gauntlets (or hand wraps) only cover your hands. Instead, get a Necklace of Natural Attacks (http://www.wizards.com/default.asp?x=dnd/fc/20060707a) and enhance your entire unarmed strike.

Hand wraps don't count By RAW.

You need a ward cestus or battle gauntlet.

You can add necklace of natural weaponry and bracers of striking.
