Template doesn't have +LA, only +CR

So I'm about to start playing in an evil campaign where we're the bad guys. The ECL is 12. I'm looking at the Wendigo Template (FF, p187) and it doesn't have a level adjustment, only a CR adjustment. It can be applied to humanoids, which means I can be a Wendigo as a plain old human. How is +CR spun into the mix?

Actually, it does have +LA.

On page 187 FF, the sample Wendigo's LA is listed as +4.

On page 188, the CR adjustment of the template is listed as +2.

All templates that are +0LA say +0LA. All other templates either have a non zero LA or are ineligible for PCs.

Yeah it would have been more consistent to have written it as +0 with (but, see below). However the extra text they did include was sufficient to be clear about the +0 LA nature.
