An attempt to make the style more relevant:



MOBILE TWO WEAPON FIGHTING [GENERALl]
You are skilled at moving and fighting with two weapons at the same time.
Prerequisite: Dex 13, Two Weapon Fighting.
Benefit: When using the Attack Action or Charge Action you may make a single Off Hand Attack in addition to your Primary Attack. Both Attack Rolls suffer the normal penalties associated with Two Weapon Fighting.
Normal: When using the Attack Action or Charge Action you may not make any Off Hand Attacks.
Special: A fighter may select Mobile Two-Weapon Fighting as one of his fighter bonus feats.

There is something like this in the Complete Adventurer, it's called Dual Strike and requires Improved Two-Weapon Fighting. It doesn't grant an extra attack, instead it deals out the damage of both weaponson a successfull attack, with a -4 attack roll penalty.

I like Your version better, but maybe it's too hard. You should allow precision-based damage(crits, sneak attack etc.) only for the main hand attack, and maybe also include Improved Two-Weapon Fighting as a prerequisite, otherwise a level 1 to 5 character will always use this one instead of a full-round action.

Precision Damage:
I'm not too worried about this. I'm not sure it will make an awful lot of difference to allow Precision based Damage Twice or not. Do you have any particular abuses in mind?

Improved Two Weapon Fighting:
That's a good point and not something I had considered, but I wonder how much it really matters. RAW no Character at Level 1-5 need bothers with a Full Round Attack unless he is Two Weapon Fighting, so I don't think it's really necessary to make this a high level Feat, as the intention is to overcome that problem. Not sure.

Um, "any high-level Rogue or especially Scout" comes to mind. One of the main limits on these classes is that they have trouble dealing their precision damage more than once per round, especially the Scout. Then again, people tend to think Skirmish is a bit weak anyway, and most Rogues can pull off a full attack with sneak attack often anyway. So I guess it's not too abusive. Personally, though, I agree that precision damage twice in a round shouldn't be this easy. (Archer Scouts with Improved Manyshot do it already ... but I don't think that's a great idea either.)

Well, indeed, the intent of the Feat is to improve the lot of Two Weapon Fighters, including Rogues, Scouts and Ninja. Ranged Attacks already have the natural advantage of not needing to be anywhere near the combat, so even Full Round Feats like Rapid Shot have the advantage over Two Weapon Fighting. I don't think being able to deal Precision Damage twice as a Standard Attack or as part of a Charge is going to do much for them, but more specific examples or builds would be welcome.

The Dodge, Mobility and Spring Attack Feat Chain make it a good deal better, but we are talking five Feats just to manage that, which means a Rogue 9-12 or Fighter 2 / Rogue 4-7. Even then, this isn't going to outsrip a Two Handed Fighter with the same Feat Chain.

One downside I can see is that it will likely make the Two Handed Weapon or Single Weapon Rogue an even rarer sight.

Rangers(favored enemy damage), scouts(skirmish), rogues(sneak attack), any two-weapon fighters with scimitars/rapiers and the corresponding improved critical feat.

A character taking this feat IS two-weapon fighting as often as possible, so for EVERY 1-5 level character, this feat would be "do your full attack during a standard action". That's worth avoiding, I guess.

Not enough. If Your character wants to be really fast with two weapons(like this feat implies), extensive training should be required. Hence the Improved TWF feat as a prerequisite. The effective level a character gets this feat will be almost the same as with a BAB 6(better than 5, possibility of second attack) prereq.

I'm still not convinced it's too big a deal. With the Ranger we're only talking 2-10 Damage Bonus increase and though the Scout's Skirmish Damage is more regularly applicable than Sneak Attack, it also caps at 5D6 and increases at only half the rate. The Ninja's Sudden Strike Ability, although powerful, is only applicable when enemies are denied their Dexterity Bonus.

The Rogue is the only real contender as a problem, so let's view a comparative study:

Analysis

What this data says to me (and it admittedly does not factor in Attribute Bonuses or Magic) is that the Rogue's Sneak Attack already overpowers Fighters who use Two Weapon Fighting and Weapon and Shield Fighting as a Standard Attack, only Two Handed Fighting competes. Mobile Two Weapon Fighting makes it so that Sneak Attack outdoes Two Weapon Fighting, Two Handed Fighting and Weapon and Shield Fighting, but it also brings the former two closer together as competitors.
It should be remembered that this situation is not normal, as the Sneak Attack Damage Bonus relies on setting up a successful Flank. Even then, these statistics also hold true for Full Attacks anyway. Strength would play a major role in all this, as would criticals (as Sneak Attack is not multiplied), but factoring them in is relatively easily imagined. Chances are that a Fighter is going to be doing an additional 2-3 Strength Bonus Damage more than the Rogue with each blow, if not considerably more at later levels.
Basically, the Rogue Two Weapon Fighter has the potential to do twice as much damage as he might usually do, which works out to about twice that of a Two Handed Fighter (given the same Attributes), but it's no more than he would do comparatively with a Full Attack, it really soaks up his feats and he is still as vulnerable as he ever was to attack. Meanwhile, the Two Weapon Fighter, Ranger and Scout have received a very reasonable boost that brings them on par with Two Handed Fighters during Standard Attack Actions. All of this Precision Damage remains unaffected by Criticals, as well. It doesn't seem worth limiting this to Base Attack Bonus 6 or putting caveats on how much Precision Damage can be meted out. The only Character that might need nerfing in this way is the Rogue and he does this anyway on a Full Attack.
