If am allowed to make a 6th level character and our builds qualify for buy off, how does it work for the various +1 +2 +3 bits?

Summary: When you reach certain class levels (this does not count level adjustment or racial hit dice), you may spend experience to lower your level adjustment. The table for what levels you have to reach to lower each point of a given level adjustment is on the linked page.

Useful details for you:

Assuming the most likely approach your DM would take (that the buyoff is performed at level six), these are the results you get:

If you buy off a +1 LA, you would have to pay 5,000 experience points.* This would lower your level by at least one (don't have xp charts on hand right now...).

You do not qualify to reduce a +2 or +3 LA until class levels 6 and 9, respectively.

If your DM is very lenient/wants you to overoptimize, you could have pre-bought off a +1 LA, which results in a cost of only 3,000 XP (as you qualify starting at ECL 4).

*The formula for experience cost to reduce level adjustment is:
cost = (current ECL-1)*1000, current ECL = 6
