I think, purely by RAW, your DM is correct.

The only way to use Voracious Dispelling is as a targetted or area dispel.

I dont necessarily agree with that stance, and think the SLA rule is more intended to not allow the use of "same name" SLA's to counter spells (SLA Fireball as readied action to counter mage casting Fireball) or using an "opposite" spell effect SLA to counter a spell (SLA Haste used to counter mage casting Slow)...but I can see by that reading how you could come to the conclusion that countering in general is not possible using SLA's and you'd be well within reason.
