incarnate power manipulation

hello playground,

a quick question about the psionic power incarnate.
its basicly permanency but for powers. and the list includes some nice tricks to permanently have.

the questions i have are

1. do you personally need to manifest the power e.g.detect psionics from your own list of known manifestations.
or
can you manifest from an item. like a power stone. (equivalent to a psionic c
scroll) and then manifest incarnate and gain the power as a permanent manifestation that way.

2. can i use overchannel when using incarnate (increase my manifester level for that manifestation) to gain incarnate abilities not normally available to me yet.
eg. i am level 10 and i want psionic tongues. can i use overchannel on incarnate and a power stone to gain this ability innately early?
