Is there a monster ability of frost wyrm or feat or something that allows a creature for frost cone breath weapon to do a 360 while breathing and turn the cone into 360 breath weapon?

Without a) facing or b) flying maneuverability rules, there is no possible framework for this, so I expect not.

If you rule that a 1/hour breath weapon qualifies for metabreath feats, "spreading breath" is what you are looking for (Draconomicon p 74)

I don't really think this is what you are exactly hoping for, but:
the dragonfire adept class can take a breath effect called cloud breath i think that allows it to have it's breath weapon effect a 10 feat radius area centred on himself.
