Arcane Fusion Question

Arcane Fusion allows you to cast a level 1 spell and level 4 spell. My question is: Could the level 4 spell be traded in for something lower, even without metamagic.

For example, I want to cast two Ray of Enfeeblements with an Arcane Fusion. Is this possible or does it have to be a level 1 and level 4?

Interesting. It seems you cannot use Cantrips with Arcane Fusion unless you use the 4th level spell for it.
