How expensive would be a Fear affect on a weapon to be on hit?

How expensive / overpowered , would a weapon that can cast fear, on-hit affect, (example, I swing my sword, my sword hits the target, and the target rolls to resist fear or become panicked.)

Frightful Weapon Special Ability (+3 enhancement, Deities & Demigods) sort of does that, panic on a failed save and shaken if they make the save... except it affects all enemies in a 30' radius that are not the target of your attack.
