I believe that thanks to Dragonwrought Kobolds, the fact that dragons can obtain epic feats past Old age is well-known. However, I want to know to what extent the ruling can reach. Here are the two quotes (that I know) that establish this rule:

These feats are available to characters of 21st level or higher. Dragons of at least old age also can choose these feats even if they have no class levels.

Like ordinary dragons, advanced dragons receive one feat for every 4 Hit Dice they have. Any feats gained after the dragon reaches old age can be epic feats.

Now that that's out of the way, the question: are Old Dragons able to circumvent level requirements on Epic feats? Most dragons technically do not have "levels," but are able to take these Epic feats based on their age category, but some Epic feats have a specific level requirement of 21+, or 24+, etc. Will dragons be able to take these feats regardless?

Specific trumps general. Old or older dragons circumvent the general rule that you have to be level 21 or higher to take Epic feats, but not the specific prerequisites for those feats, which may include levels.

The reason certain age category DRAGONS can get epic feats is because the number of racial hit die(which subs in for levels) are at or above 21...RAW be damned.

All dragons have levels. Racial hit dice are levels.

Also, by the way, the Draconomicon is wrong about the rate dragons gain feats. It's a 3e book. In 3.5, everything gains feats every third level.

It's a 3e book.
Draconomicon, having been published in November 2003, is a 3.5 book, actually. It's still wrong about feats every 4 HD, though, and it would appear that section is largely copy-pasted from the ELH. The "every 4 HD" thing probably slipped by them. From the looks of it (i.e. judging by a small random sample), the book's example dragons even have the proper number of feats.

What epic feats have specific level requirements beyond level 21? I can find spellcasting requirements, skill rank requirements, BAB requirements, but no level requirements.

Open Soul Chakra, from Magic of Incarnum, requires character level 24th. There (http://www.d20srd.org/srd/epic/feats.htm#epicExpandedKnowledge) are (http://www.d20srd.org/srd/epic/feats.htm#epicPsionicFocus) also (http://www.d20srd.org/srd/epic/feats.htm#improvedManifestation) a (http://www.d20srd.org/srd/epic/feats.htm#improvedMetapsionics) few (http://www.d20srd.org/srd/epic/feats.htm#powerKnowledge) that, for some reason, have character level 21st as a prereq on top of having the Epic tag.

The [Epic] tag of the feat means it has a level requirement of 21.

Acquiring Epic Feats
Characters gain epic feats in the following ways:

At 21st level, and every three levels thereafter, the character may select an epic feat in place of a nonepic feat.

Each character class gains bonus epic feats according to the class description. These feats must be selected from the list of bonus epic feats for that class.

Yeah, the Incarnum ones are specifically what I'm after. That's unfortunate.

Thanks for the responses, guys. Trying to cheese my way around having all soulmelds bound without having a single level of an Incarnum class with nothing but a feat devoted to it. Just for fun.
