Can a rapid summoner variant from UA (which requires giving up the ability to obtain a familiar) later take the Improved Familiar feat?

The prereq language for the feat says "the ability to obtain a new familiar" - unsure if that means he must already have the preexisting ability or just that no familiar currently exists for him and he is free and clear to call one.

The variant gives up the ability to summon a familiar, rather than the familiar itself. Otherwise, rapid summoning wouldn't represent much of a trade off. Thus, you can't take improved familiar. If you want a workaround, just pick up obtain familiar beforehand (CArc, 81).
