So what is the price equation for regular wands and eternal wands.

Wands have a base price of 750 × spell level × caster level. (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm)

Remember that the minimum caster level for a spell is (spell level × 2) - 1 (minimum 1)*.

Eternal Wands are not OGL so we can't tell you (also I can't find my Eberron book).

*Unless it's something weird like a Paladin-only spell, in which case God help you trying to make an equation out of it.
