I was studying the spell "weaponwand" when I realized the effect that it described (single object considered both spell-trigger item and a weapon) is precisely what a staff already is. As such, I believe that casting a touch attack with a staff should similarly act like a weaponwand, with the spell receiving the weapon's enhancement bonus and any other boosts to the attack roll applicable for the weapon.
If one is using a melee touch attack and misses I even think that the spell could be discharged via the next normal melee attack the weapon makes, though this is probably a bit more controversial.
This is still inferior to what a magus can do so it shouldn't be notably interfering with its niche and the effect, both mechanically and fluff-wise, seems to make a lot of sense and is rather interesting.
