Casting as a wizard of 3/4s it level, a handfull of spell like abilities and SU abilities as well as some natural attacks and DR+SR.

I was thinking tier 2ish? Anyone agree/disagree? (assuming you take all 20 levels of the class and don't prestige out)

Given that it gets 15 levels of wizard spellcasting, it probably would be 2.

the part about the percentage of not consuming scrolls, can be pretty useful.

DM a small campaign, see how much a noob can do with it and fit that on the tier list... That's what it's for after all.

I say tier 1. Sure, it misses 9th level spells but 8ths with 3 levels of free metamagic give it enough flexibility and power to do everything it should to get there. And it gets some nice stuff on top of that.

Tier 1.

It's a caster with access to the entire wizard list. It still gets 8th level spells and can still cast 9ths from scrolls (with a nice ability relating to it).

Tiers look primarily at levels 6-15

Summary of Tier definitions:
Tier 1: Capable of doing absolutely everything, often better than classes that specialize in that thing.
Tier 2: Has as much raw power as the Tier 1 classes, but can't pull off nearly as many tricks, and while the class itself is capable of anything, no one build can actually do nearly as much as the Tier 1 classes.
Tier 3: or capable of doing all things, but not as well as classes that specialize in that area.

Tier 3 -> Tier 2 is about power
Tier 2 -> Tier 1 is about versatility

The Tome Dragon casts as a Wizard (definitely not Tier 2 then) of -2 to -4 levels. The question is whether this drop is level reduces the power from Tier 1 down to Tier 3. Does a 6th level Tome Dragon (with 4th level Wizard casting) preform better or worse at tasks than classes that specialize in those tasks? With a brief glance I would think that the Tome Dragon preforms better at tasks than classes that specialize in those tasks. This would place it as a weaker Tier 1.

If it had been "Casting as a wizard of 1/5 its level" then it wouldn't have been tier 1, now would it?

Not that I disagree with your conclusion, only the thought process behind it.

This is tier 1. It is still as versatile and powerfull as a wizard, the lower spell casting is fully mitigated by the class features.

Well I did cut to the chase I suppose. The cut off point is quite low though. To take a lead from E6: 4th level spells; which is only just better than Casting as a wizard of 1/3 its level.
