Question about legacy items

Would modifying the rules to make legacy items into artifacts that scale with the character be game breaking? I would like to use a few, but I think the rules are garbage. Any thoughts?

Well, it would give characters extra power because they'd no longer be spending money on them - after all, artifacts are priceless.

Unless you're just going to keep the rules for improving them the same in which case I don't see how this changes anything.
