Question about Elf Ranger and Swift Hunter [Archive]

How, if at all, does the Elf racial sub level for Ranger and the Arcane Hunter ACF interact? Could an Elf Ranger or Swift Hunter take the sub-level and Arcane Hunter at 1st level and then an Elf Favored Enemy at 5th level and after?

Also, I have noted that the Swift Hunter build requires a lot of Swift Actions:
Travel Devotion, Skirmisher Boots, Gloves of Agile Striking and Quicksilver Boots all need a Swift Action to use; is there any way to get more than one Swift Action in a round that doesn't involve Ruby Knight Vindicator?

Yes, but it requires 9th-level spells (shapechange into Chronotyryn), so that doesn't help much.
