Although I guess the question applies to any of the elemental domain powers. When the text refers to being able to rebuke and command "fire creatures," does that mean any creature with fire subtype, such as certain dragons? Or is it something different, like just elementals?

Related to that, would it work by RAW in 3.5 to take another creature with equal or fewer hit dice to your cleric (a horse, a kobold, a captured enemy with a nice hunk of hitpoints, whatever), Polymorph or PAO them into a red dragon (giving them the fire subtype) and then use your domain power to command them?

It includes any creature with the fire subtype, certainly. There might be a few creatures with "Fire" in their names to add to that, but that would be about it.

Yes, you can rebuke or turn dragons with the correct subtypes.
