He most likely had Kilkil or Malack Send to Laurin, so she could Wormhole to Bleedingham, so the Army could be teleported the instant Tarquin returned (http://www.giantitp.com/comics/oots0910.html), had Kilkil determine who Ian was, then had Jacinda and Miron murder the Liason to Reptilia and frame Ian for it (http://www.giantitp.com/comics/oots0915.html). A pretty productive morning, all things considered.

Also, I found out that the reason why the Liaison to Reptilia has been constantly trying to seek audience with the empress, is that he has put together the details of the shell game; He wants to expose the team."

T: "Very well. Malack, send to Laurin. Inform her that she needs to pick up Jacinda and Miron, and come here. Immediately. Once they're here, Jacinda and Miron need to ensure the Liaison to Reptilia isn't able to meet with the empress. Kilkil, while they're doing that, give the order to mobilize the army, and then get the paperwork ready to frame Mr. Starshine for the liaison's untimely demise.

If you need me, I'll be having breakfast"

... so I wouldn't be surprised if there was something else that was prepared.
