Is there a way to make summon monster (or another minion-making spell) a legal target for Persistent Spell?

I really can't think of a reason you would want to though. There are much easier ways to get minions and those ways won't have them vanish each day.

Sure, but those are one at a time. I could cast persistent summon monster II three times and get 3d4+3 wolves. They're not combat-useful, sure, but they're useful for a variety of other things.

Just put ranks in handle animal and domesticate 3d4+3 wolves.

Arguably Ocular (http://dndtools.eu/feats/lords-of-madness--72/ocular-spell--2079/) Spell gives a spell fixed range and it would be bizzare since you need to target a creature for your summons to be persisted.

Zceryll Bind has an undetermined duration for it's summons, a known dysfunction.

I can't think of anyway to make a spell with a variable range have a fixed range so no. There are certainly minion-making spells that can last 24 hours or longer. Animate Dead, Planar Ally/Blinding(though that length of service can get pricey).

I've been playing a cleric/malconvoker for quite a while now, (started at 1st, now at 18th) and I still haven't been able to figure out how to do it.

Planar binding seems to be as close as it gets, especially if you can get away with not paying the creature (not difficult).

Isn't there a general rule for Binders that any effect created by a Vestige powers ends if/when the pact ends?

Just use Mount (http://www.d20srd.org/srd/spells/mount.htm) to summon a couple of long lasting horses and then use Handle Animal to push them to do what you intended to accomplish with wolves.

More complicated strategies might involve giving the Mount a headband of intellect +2 and a pearl of Speech to give a sentient talking horse that can follow more complicated instructions. The items should drop to the ground when the Mount expires, and be reusable.

Edit: Alternatively, Persist Speak with Animal on yourself. Persist Ocular Chained Fox Cunning on your army of mounts.

Edit 2: BoED has Valiant Steed which provides a unicorn/pegasus, and Cry of Ysgard that provides bariaur defenders for up to a year. It costs str drain though, but that can be solved with a bit of gold/friendly Cleric help.

Oh actually found something but it may not be of much help, a 20th level conjuration specialist in PF can alter his summon monster spell to have a duration of permanent they can not have more then one permanent summon at a time.
