5th level wizard how to reduce spell slot with adding in reach spell

So I want to use shivering touch.

I need to add in Reach spell cause I"m not getting that close to the bad guys :). So, how can I knock the spell back down to third level spell slot.

Also any other good spells you can suggest that may be lower level. First time playing wizard so I"m trying it out here. Thanks for the help.

The spell Spectral Hand (http://www.dandwiki.com/wiki/SRD:Spectral_Hand) delivers touch spells for you, and it's Second Level. Otherwise, just get a familiar, they deliver touch spells for you.

This is assuming you are arcane, of course.
