Say a wizard character has the feat uncanny forethought, but has also lost his spell book for whatever reason, does that mean that he can still cast any spell he had written in that spell book in any of the slots he reserves for this feat?

If so does that mean he could remember each spell he had written in his spell book enough to prepare each one in the slots he has selected with this feat, thereby giving him a source to re-write it into a new spell book?

It's debatable, RAW "spells known" are spells that are in your spell book, the question is when a wizard's spellbook is stolen is it still "his spellbook". If so, you can, if not, you can't. Since RAW is silent on the issue then you'll have to ask for a DM ruling.
