How would it affect game balance if we took the following three steps:

Reduce WBL by half
Grant everyone with class levels a competence bonus to attack, damage, AC, and saves equal to one-half their BAB
Removed all items that grant a bonus to the above attributes. (No rings of deflection or amulets of natural armor, and you could find a flaming burst longsword but not a +1 flaming longsword)

Eh. Magic items usually help non-spellcaster classes do things that their class normally could not so (fly, become invisible, etc). Less money means less opportunity for non-casters to do these things. This would give casters an advantage that I personally don't feel they need.

While less important than PurpleNurple's point, try to have the math make sense.

By granting 1/2 BAB to AC and attack while removing enhancement(AC x2[Armor and Shield] and attack), deflection (AC), natural armor (AC) you further unbalance ATTACK>>AC.

AC: -4(or more) sources, +1/2 BAB
Atk: -1 source, +1/2 BAB
Net swing: 3(or more) sources
