Standard action means it's not really useful in combat, and out of combat getting your skill up to snuff isn't that hard, and taking 10 less useful. 's okay but nothing special.

Valid critique. I can certainly appreciate where you're coming from. However, if you're just starting out(first through third level), and you're playing a 'skill point-starved' character, an instant base 14 in any skill could be pretty useful. I don't know maybe I'm reading or interpreting it wrong...

What about in conjunction with the Knowledge Devotion feat, even though you're burning a standard action?
