So, the DMG lists three methods (among others) of when it is possible for one side to become aware of the other prior to combat:

When you decide that it is possible for either side to become aware of the other, use Spot checks, Listen checks, sight ranges, and so on to determine which of the three above cases comes into play.

So...Spot checks and Listen checks are obviously governed by the skills Spot and Listen.

Where are the rules on sight ranges? On Illumination?

They're part of the rules for various environment types.

I only see 'Spot Checks' under Stealth Detection, nothing about 'sight ranges'.

Use this (http://www.d20srd.org/extras/d20encountercalculator/) and just check the various environments.

Is it talking about sight ranged under various conditions? Like how a creature with darkvision might see 60ft out in nonmagical darkness? Or how a normal person might see ~40ft out in darkness with a torch?

I suspect so...but what's the sight ranges under daylight then?

edit: Nevermind, I did find it under illumination:

Because regular vision extends until it's blocked
