Do the spell like abilities such as fey presence, fey legacy, and fiendish presence, base their saving throws off of Charisma? I can't seem to find it in the book anywhere.

Unless noted otherwise, spell-likes key off charisma (see for example MM p. 315).
Edit: Also worth noting is that spell-likes DC is 10+½lvl+cha mod, and thus not limited to the spell level.

The saving throw (if any) against a spell-like ability is 10 + the
level of the spell the ability resembles or duplicates + the creature’s
Cha modifier.


Is what is says on page 315 of the MM

It does say this though:
The saving throw (if any) against a supernatural ability is 10 +
1/2 the creature’s HD + the creature’s ability modifier (usually
Charisma).

Which is probably where you got that from
