help building this dragon slayer encounter

Hiya all, I’m interested in trying to build an encounter that pits my pcs against a duo of specialist dragon hunters (and their motley band of followers) even though none of my pcs are in fact dragons. Basically one of the PCs has a dormant dragon blood within them which needs to be spilt in order for the dragon slayers to acquire their bounty (which has been placed upon said PC by an unknown source).

These two level 12 characters are supposed to represent a long and affective duo of some dragon slaying fame. However, while I want them to defiantly have a dragon slayer style flavour I obviously don’t want to focus them entirely on dragon slaying as that would make them ineffective against the PCs. I figure one would probably be a fighter of some form and the other a mage, but that’s not set in stone.

They will probably have a small band of cohorts at their disposal who will probably be little more than cannon fodder.

The PC’s consist of 1 ranger (the PC with dragonblood), 1 scout (a once powerful NPC who is currently cursed with a nasty illness that makes him largely ineffective in combat and blind), 1 psi warrior, 1 cleric and 1 war mage

Any advice on how I could stat out such character would be fantastic, thank you very much in advance.

What level are the Pc's?

If it were me, I'd definately give the fighter at least some ranks in ranger for the favored enemy (They have studied dragons quite a bit.) Dragon bane weaponry, obviously, is a must. The wizard should probably have at least one energy substitution feat, as dragons each have an energy immunity. Rings of energy resistance would be useful items for them, and I would say both should have lightning reflexes as a feat (gotta dodge those breath weapons.) Actually, that's another argument for going with Ranger instead of fighter - evasion. Very useful against dragons, but also against your PC warmage.
Also, I think it would be fun to have a low-level bard following them to tell of their glorious deeds.
