I was wondering if there was some sort of resource that gives suggestions for wildshape forms at all levels (specifically lv 7 if there isn't one)

This Druid handbook (http://www.minmaxboards.com/index.php?PHPSESSID=g62of1mavvs21ivkjgjc2jes60&topic=940.msg5876#msg5876) has quite a few suggestions for Wild Shape forms at various levels, though not for literally every level.
Eggynack, you need to put up your handbook already.
And I'm sure that some other forum-goers will have more directly helpful responses for you.

Would classes that get a different Wild Shape progression from Druid one use same guide?

Well, the druid handbook (http://brilliantgameologists.com/boards/index.php?topic=1354.0) and druid handbook revived (http://community.wizards.com/forum/previous-editions-character-optimization/threads/1087841) have some good options. However, at level seven, you should usually just hang out as a desmodu hunting bat (MM II, 65) full time. You get just about the best flight of the level, with 60 ft. (good), a +7 dex mod which leads to a +7 initiative, 20 AC, and a great ranged attack/touch attack modifier for spells, and if you cast enhance wild shape (SpC, 82) on yourself you get 120 ft. blindsight for hours/level. That kinda vision is, for lack of a better word, sheer ridiculousity at this level. You could also go with more of a beatstick form like fleshraker dinosaur (MM III, 40) , if you want, and you're at a level where venomfire (SK, 158) is cheap in terms of spell cost, but it doesn't seem as good. I prefer to use wild shape as a sort of mobile missile defense platform, especially before large forms become available.

Edit: @ cakellene: Which progression in particular are you referring to? I think the revised one I posted has some more details on weird lists, but not all of them, and the master of many forms bible (http://community.wizards.com/forum/previous-editions-general/threads/1060931) is the go to resource for that type of wild shape.

It's a wildshape ranger, so druid spells dont really factor in that much unfortunately, the player seems to prefer beatstick type creatures though, thanks for the resource! ill be lookign through it

Ah. That is a different thing. Probably standard fleshraking then, which is still almost certainly the best beat stick form, even without venomfire. The bat's still a really solid defensive/flight form, and knowing options for a number of situations is what grants wild shape a good measure of its power, but without a strong list, becoming a tanky flier isn't as good of an idea. You just don't have nearly as much reason to turn a fight into one of attrition. You may want to point out master of many forms, from complete adventurer page 58, which really pushes wild shape to the next level.
