In my Corruption campaign? Out, now.

Right, long story short, I need a way to make challenge encounters for my level 18 players. I've got plenty sorted out but basically I need a way to hyper Human Bandits and their troll/ogre pets so that they'll by EL 16-20, basically.

Give the humans 16-20 class levels? There's not much we can suggest fluff-wise without knowing more about the campaign itself.

Level 1 Human Rogue (bandit) + Paragon template = CR 19
Ogre + Psedonatural template= CR 21

Both templates are in the Epic Handbook

Null magic zone + old school obstacles.

It kinda stretches the limits of believability to have tons of Paragon creatures running around unless you're in the Plane of Paragonity. Aren't they supposed to be unique?

At level 18, reality must step aside a little bit. Characters as powerful as that shouldn't have any problems with bandits. Though maby the bandits really some mage's summoned demons, or a greedy dragon looking for loot?

Look at this: Economy (http://www.giantitp.com/comics/oots0158.html)
But replace numbers with power. CR 18 encounter's loot have huge gp values. So much that they could be living la dolce vita wihout having to mug random heroes.
