So I'm playing with the idea of a Half-Minotaur Gnome Shadow Walker and I'd like to drop him into Dragon Disciple to boost Nat Armor and get access to multi-attack. Thing is, I'm pretty big on having Wings as a racial feature too. So I was thinking DragonTouched Dragon Wings Improved DragonWings.

But I was wondering if dragonblood subtype would disqualify me from dragon disciple? Far as I can think it wouldn't, but perspective would be appreciated.

The rules are that dragonblooded subtype qualifies you for things as if you were a dragon. It doesn't say anything about disqualifying you as if you were a dragon. That's how I interpret it, and it seems like RAI you would still eligible.

By RAW, Dragon Disciple enters a rejection loop cycle at level 10 in th PrC.

Yeah, that may be true. I always assumed that no longer meeting a class's prerequisites simply blocked further progression, and only locked out the actual benefits if the text specifically said that you lose the abilities.
