Ok I know PF does not have an LA system but if you tried to backtrack this.
A Drow Noble with the Lich Template what would their LA be equal too?

Would the LA be worth LA 6 or thereabouts?

I was also considering adding the Advanced Template which is a +1 Cr so what would that give it?

I don't consider Lich to be worth more than +2 LA. All of the defenses are replaceable with intelligent use of spells, paralyzing touch requires you to enter melee as a caster, the fear aura is useless, and the stat bumps are minor. Having free resurrection is nice, but dying isn't really an issue past level 11 unless the party gets wiped, in which case you're probably boned(har) anyway.

The undead type is really powerful though, so it comes down to how much you think Undead+Some defensive stuff that spells can do anyway is worth.

Not really sure about drow noble. +2 for the higher stat bumps from normal PF races, solid SR, and good SLAs.

I was considering using the Good Lich template from Monsters of Faerun
Special Attacks: Some good
liches have gained, in their own
undead state, control over other
undead. Such liches may possess one or more of these special attacks:
Turn Undead (Su): Three or more times per day, a good lich with
this power can turn undead as a good cleric, making a turning
(Charisma) check to determine how many HD of undead are
affected. Some good liches can rebuke and command undead
instead of or as well as turning and destroying them.

Animate Dead (Sp): Good liches can animate skeletons or zombies
to serve them, using this spell-like ability at will as a sorcerer of its
character level. In general, good liches have no interest in raising
undead armies to serve them, but they use this power in selfdefense
in the heat of battle.

Special Qualities: Some good liches have a unique ability that
they use in pursuing their aims:
Projection (Su): Three times per day, for up to 1 hour at a time, a
good lich can send a wraithlike likeness of itself up to one mile from the lich’s actual location. The lich can see through this projection
and into the Ethereal Plane as well, can hear and speak through
it, and even cast spells through it. The link between the lich and the
projection transcends physical and all known magical barriers, and
can even cross between the Material and the Ethereal planes.
The projection is AC 20, has a fly speed of 20 feet (perfect maneuverability),
and has the hit points of the lich, but it cannot carry
solid objects and it has none of the lich’s special attacks or qualities.
If the projection takes damage, the lich takes half the damage
(round down); the projection vanishes if it loses all its hit points. It
cannot be turned or magically dispelled.
A projection can push against or move small
things, so it may push its finger through sand or
ashes to write a message, or turn a page
of an open book, but it cannot carry
things. The lich can have only one
projection in operation at a time.

Turning Immunity (Ex): Many
good liches cannot be turned or
destroyed by good or neutral clerics.
When evil clerics attempt to
rebuke or command them, they
are turned or destroyed instead.

Water Walk (Su): Some good
liches have the ability to water
walk, as the spell of the same
name, at will.

These either replace similar abilities of the Lich or adds them.

Drow noble might even be a +3, as the normal drow is a +2 (maybe not the best +2 but its something) but they get ALOT of stat bumps, but they might just be a high +2, now Lich +2 or +3 is entirely reasonable for free no penalty respawn, being undead, a bunch of nice defensive things, and your "oh crap" touch attack, though the fear thing is a joke

Well this is for a Monster Campaign and I am trying to balance out the characters a bit.

One is gonna be a Pixie (From PF or 3.5 I am not sure)
And one is gonna be a Stone Child.

One has an ECL of 5 and one ECL of 6. So I am trying to balance this out. If my Drow gets to strong I will suggest the Advanced Template to even them up.

So a Drow Noble Good Lich would be an ECL of 4 at most 5?

That seems reasonable, of course it may be higher or lower it really depends ECL is a hard thing to pin down

Ok so its at least on par with a Stone Child and Pixie as far as LA?

The reason I wanted it to get close was because if they all have Similar ECL I can just ignore all that stuff and just play as regular characters.

Lich is fine at the old +4 LA.
You get a powerful save or die melee attack (although it doesn't work on everything) and you get the 2nd best "Can't die ever. Not even then!" ability.

However it is reasonable to reduce the LA at medium-high OP groups
