OGL, Arcana Evolved and using ideas outside RPG's

I am not entirely sure if this is big enough of a question to deserve a thread, but...

...I want to know, does the OGL only applies to games, or also to stories?? Basically, I want to know, could I use the witches from Arcana Evolved (Monte Cook's setting) in a story?

I believe OGL apply to fluff hence why peoples can't use mindflayers in comics or such whitout a license.

I could be wrong though.

Note that Illithids mind flayers squid thingies are product identity, and are not under the OGL at all.
