I'm trying to create an NPC at as low a level as possible that's still capable of fairly reliably shutting down a level 10 Warmage long enough for the party to defeat her. So far, I figure I can get an Abdjurant Variant Wizard with Arcane Mastery, Spell Thematics, and Arcane Thesis (Dispel Magic) to max out his Dispel Magic potential by level 7 (+1 CL from Spell Thematics, +2 CL from Arcane Thesis=+3, so he always gets 20 on his caster level check), and be able to do so up to 5 times/day before int bonus with the spontaneous conversion.
I'd love to be able to squeeze this down 1 more level. Even lower would be even better. He's going to be human, so that gives me 1 more feat to work with (Arcane Mastery and Spell Thematics can be taken at 1st level, Arcane Thesis can't be taken until 6th, so 3rd level feat is open). Does anybody have any ideas?
I don't mind if he ends up being horrible at everything else. In fact I'd prefer it. He's an escort mission.
