looking at this:
http://www.wizards.com/default.asp?x=dnd/ebds/20051024a

would you allow that halfling monstrosity to be a 'reincarnated' human from the house of passage?

gosh golly gee I sure do wish I could post polls....
http://www.giantitp.com/forums/faq.php?s=&do=search&q=poll&match=all&titlesonly=0

there is no 'Yes! post a poll' checkbox at the bottom of the page

Basically what you're asking is, "How bad of an argument must I make before my DM lets me play this without a level adjustment"?

So you want to play a human who was reincarnated as a Half-Minotaur Feral Strongheart Halfling.

Why did you want the Human Hertiage feat again?

Human Heritage was to get shadow walker; but I'm comfortable giving that up if I can get the "Mark of Passage'.

Really I am just trying to get my Half-Minotaur Feral Strongheart Halfling into the Teflammor ShadowLord class without being a 'caster' per se.

I thought the dragonmark was tied to the race of the body.

Why not go with a Human and ask DM discretion to nerf Half Minotaur such that it does not increase size (Thus you keep your desired medium size).
