Simulacram Question?

I am not good at working through skills/feats but had this question:

Could a sim ever end up with the feat: http://www.dandwiki.com/wiki/SRD:Efficient_Item_Creation

I think it could. However,
1) the creature to be copied needs to have at least 42 HD and have chosen that feat at level/HD 21 (since the simulacrum needs to be 21st level to have that epic feat) and thus
2) the caster of the simulacrum needs to be at least 21st level
