Or more specifically, making enemies vulnerable to sneak attacks in general. No sources barred but ToB, and the build needs to be able to keep sneak attacking outside his turn, since my plan is to use an elven court blade, robilitar's gambit and karmic strike to punish any enemies that dare attack me.

So, any suggestions? Preferably I don't want anything relying on dubious rules interpretations or anything that will use up wealth per fight, such as wands (It's pretty much for a no-wealth campaign)

A bag of marbles can be used to force balance checks. Anyone without at least 5 ranks in balance loses their dex bonus. AEG page 24 and FRCS page 96.

There are a few ways (http://www.giantitp.com/forums/showthread.php?t=186283), but flanking would probably be the easiest.

Yeah, I originally thought of flanking, but they have to be vulnerable to sneak attacks when they make their attacks, because of robilitar's gambit and karmic strike. With flanking, they could just 5 foot step then full attack

Mmn. Island of Blades would fix that, but alas, no ToB. Flexible Flanker (PHBII) might help with that, especially if the ally was large or also had it.

There was a ranger ACF somewhere that had something to do with flanking, I'll see if I'll find it.
