How does this work, now?

I've been looking at the old World Record Damage (http://community.wizards.com/forum/previous-editions-character-optimization/threads/1041526) thread (updated version here (http://community.wizards.com/comment/20536836#comment-20536836)), and... I've got no idea how it works. I've no intention of using it, mind, but I do find it interesting to work out how highest-op stuff like this plays out... but despite being able to find all the individual parts, I don't understand how they're interacting for damage so large that it can't be expressed using conventional math.

Can anyone explain this?
