This could be:

a) Tarquin (precariously on the edge)
b) A random crewmember
c) Julio (he hasn't been established to have been brought on board yet, has he?)

You can see Julio still dangling from the rope, so he's accounted for.

You can see Tarquin still clinging on in the next panel, so he's accounted for.

But I've been wondering: it does look like there is someone else, separate from the ship, just behind it. I would have guessed it's Vaarsuvius, but it's the wrong colour (white, as opposed to pinkish), and it also looks significantly larger (nearer?) than Julio.

It is probably SPG from Tarquin's Team. Turns out he is a Jumplomancer, and is chasing after the Zeppelin.

You mean the white blob just behind the tail fin? That's a propeller.
