I have been reading up on this but cant find anything in the dragonwrought (http://dndtools.eu/feats/races-of-the-dragon--83/dragonwrought--748/) feat or the Dragon creature type (http://www.dandwiki.com/wiki/SRD:Dragon_Type) that mentions them not taking age penalties. I also can't find any article online of the kobold race having the dragonblood subtype officially, only reptilian and dragonic. I'm trying to make a good sorcerer build but my DM is very picky about being able to cite sources and see it for him self. I'm willing to bet that the book races of the Dragon has some kind of clarification but I don't have the book with me at the moment and can only research via Google-fu. Can anyone help me clarify this please?

I'm not seeing anything of the sort. You could be thinking of Dragonborn (of Bahamut), which is more of a template than a race, but is presented as if it were its own race.

It's hidden in RotD in a footnote on page 39: "Ability penalties due to aging do not apply to dragonwrought kobolds."

True dragons don't get age penalties. The question about whether or not dragonwrought kobols are true dragons has spawned more then one holy war and claimed lives of many brave crusaders.
