Making Bowser

I was playing Super Mario RPG the other day and i was thinking, how do you make Bowser. Thankfully he isnt obnoxiously oversized in that game, so Large would prbly work, i orginally thought Anthropomorphic Half Dragon Turtle, but then i looked in Savage Species and apparently that doesnt exist. so i need some help thanks all

My first instinct was: (though not as a PC)

Take Tarrasque, apply size reduction as necessary.
It already looks somewhat like bowser in the standard description and picture.

That is horrifying, not only is he packing a +26 Str, but he has POUNCE, oh good god, i need to make this thing lol
