basic question for a build Idea I have, using only offical books no third party or homebrew what is the lowest you can get a 18-20 & a 19-20 weapon Rapier and Minatour Great hammer and how?

Disciple of Dispater (Book of Vile Darkness) has an ability that stacks with improved critical and triples threat range at level 7, iirc.

So a 19-20 weapon would be brought to... 13-20, I think? 18-20 would be 9-20.

The Streetfighter (http://www.wizards.com/default.asp?x=dnd/we/20070228a) barbarian variant from cityscape gets an ability at 7th level that doubles your threat range on a charge, and stacks with other methods of increasing threat range, in place of DR.

DoD: You are the thrall to Dispater. This has... all the problems of being the servant of a very-clearly-evil deity, and you're marked by them (feat prerequisite) to boot.

It also stacks with Improved Critical, so... you've got a 5x multiplication (3x from Dispater, +1 from Crit, +1 from Streetfighter) on a charge, which is (oddly enough) a 11-20 range on the Hammer, or a 6-20 range on a Rapier.

NOt bad range wise, X6 VS dragons with the Dragon Hunting weapon property. Which is the idea I am going with just have to figure out how to mix the fluff and the classes. What otehr benfits does DoD have anything good or is it just good for the range increase?

There are a few little bonuses, extra damage CON modifier times per day (3 or 6, 2 non stacking class features), +2 on disable device with iron stuff, then Ironskin, Rusting Grasp, and Iron Body once a day each.

Oh, and Summon Eryines. Which is the closest thing Devils have to a Succubus, so a win on that front.

Streetfighter doesn't double crit range; it just adds 1 to it. Which is admittedly useful, given that you can apply it before the multipliers, but not quite as good as you're making it out to be.

If you have the feats to spare, Better Lucky Than Good from Complete Scoundrel lets you count a fumble as a critical threat a number of times per day equal to your luck rerolls, I believe.

The Psychic Weapon Master (http://www.wizards.com/default.asp?x=dnd/psm/20040827d) prestige class gets a +2 increase to threat range that stacks with Improved Critical.

The Hero's Blade spell (Deathless domain 9, Eberron Campaign Setting) has a critical range doubling that stacks with Improved Critical but not Keen.

If you have the feats to spare, Better Lucky Than Good from Complete Scoundrel lets you count a fumble as a critical threat a number of times per day equal to your luck rerolls, I believe.

It's Once Per Day, it's one of my Favorite Luck Feats: now that I think of it I have never used on a Character

Best thing I've found: take 8 levels of Disciple of Dispater, Improved Critical, and make your weapon serrated (costs 300 gold and ups crit range by 1, doesn't say that it doesn't stack with Improved Critical). with an 18-20 weapon it'd be -3 to 20 and on a 19-20 weapon it'd be 3 to 20.

Unforunately, you can't stack serrated with improved critical because of this line in the spell keen edge that creates a blanket ban unless explicitly allowed:

Also remember that both Disciple of Dispater and Serrated are 3.0 material (when crit ranges did stack) so it is entirely DM's call on what will and won't work here.

Also, Serrated was updated in Dragon. Now does 1 point of damage from blood loss for 1d4 rounds following a crit.
