I was looking at walker-in-the-waste (http://dndtools.eu/classes/walker-in-the-waste/) and at 10th lv you turn into a dry lich, but that has a +4 LA so would your ECL go right from 15 (Assumin cleric 6 walker 9) to 20 (cleric 6 walker 10 lich 4)?

It's not explicitly discussed and would probably need to be addressed by the DM. Generally it's expected that the answer is no... but you should discuss with your DM first, since there isn't really an official ruling vis a vis this issue.
