Christmas Challenge (Stats for Santa)

Alright, the game is this:
Make 3.5 stats that give Santa all of his powers ascribed to him in traditional popular mythology. Use 28 point buy, SRD only + Magic Item Compendium custom item rules. Any level. We can vote on the winners based which stats are the closest fit and the most detailed.

Points to keep in mind:
-human with centuries life span
-double move action with fly spell 120 ft / 6 sec = 20 ft/sec
20 ft/sec * 1 mi / 5280 ft * 3600 sec/hr = 13.6363 . . . mph to cover the whole world
-magic items, enchanted animals
-languages

I would be very, very surprised if this was possible with SRD only. With all splatbooks open you might get something decent, but SRD only? Unlikely.

Also, since when is Santa required to be a human? I refer you to The Night Before Christmas:

It clearly refers to him as an elf!

My guess?

Cheesed out Sorcerer who uses some sort of shenanigans to get unlimited spells, uses Celerity + immunity to daze infinite loop to deliver all of his presents to everywhere improbably quickly.

there was a dragon magazine article that had stats for santa, I think he was sorcerer and had a special charm elf ability, that only worked for one month of the year to make toys
pretty sure it was 3rd edition build, been years since I seen it, will have to go dig through my old issues, lol

there is an article in dragon #44, but not the one I was looking for
