I'm planning a fast-paced city campaign, and I'm wondering how many encounters and challenges I should pack in over the course of a couple days.

The party will start at third level, probably three or four characters, and ideally I'd like them to be operating in a high-tension, constant-threat environment. On the one hand, there won't be time for crafting, scribing scrolls, or any other downtime activities. However, they'll be in a large city with an abundance of resources, and there will be more options for living off the land, as it were, than would be the case in a wilderness setting.

My question is, how many encounters would be really challenging for a single adventuring day in this environment, and what EL can I push them to? I'm expecting the spellcasters to run dry fairly quickly, but the plot won't allow them to rest-and-retreat in classic dungeon style. Given the resources of a metropolis around them, how much should I throw at them?
